Kenyan Governors and MCA's accused of sidelining their office deputies

Tuesday, 12 August 2014 0 comments

A deputy governor has launched
an attack on governors over the
running of county governments.
Nyandarua Deputy Governor
Waithaka Mwangi Kirika said his
counterparts had been sidelined in
most county affairs.
“Our role is purely bridal. Some of
us have no job descriptions despite
being the second in command at
the county,” Mr Mwangi said
Monday.
He said a majority of the deputy
governors were chosen as running
mates for political expediency
during the 2013 General Elections.
He said they were totally in the
dark in regard to the affairs of
county governments.
“We have become mere stooges.
We can’t even tell when the
governor is away and we are not
involved in consultations in case an
issue arises,” Mr Kirika added.
He said many governors were
suffering from the ‘‘big man’’
syndrome.
“When we go out of our way to do
other politically-related duties, we
are accused of undermining the
governors,” Mr Kirika said.
COUNTY CEOS
The Fourth Schedule of the
Constitution and the County
Governments Act 2012 say
governors and their deputies are
the CEOs and deputy CEOs of
counties respectively.
Mr Kirika said the Act was not
being followed and there were icy
relationships between governors
and their assistants in many
counties.
“I was recently admonished for
offering advice which is my role as
the second-in-command. My
contribution was seen as
offensive,” he said.
Mr Kirika supported the county
development boards to be chaired
by senators saying they would
bring sanity in the management of
counties.
He said the boards would bring
together local political leadership,
ensure inclusivity as well as
transparency and financial
prudence.
Mr Kirika said he was opposed to
calls for referendum by the
governors, terming the clamour
self serving.

Kiala Benard urges ukambani senators, Alfred mutula to blame

Monday, 11 August 2014 0 comments

Famously new Machakos Deputy
Governor d Kiala Bernar
defended himself before a Senate
committee, saying he was being
crucified for exposing wrongs
committed by the county
government.
Mr Kiala presented himself as an
innocent whistleblower made to
pay for lifting the lid on ills going
on in the government.
Mr Kiala accused Machakos
Governor Alfred Mutua, saying he
was behind his troubles.
He used the 40 minutes given him
to make an opening statement to
reveal what he termed “issues
behind my problems”, although he
focused mostly on the wrongs
allegedly committed by the
governor.
“I wish to respectfully submit to
this committee that I am a victim
of witch-hunt and a sacrificial
lamb at the altar of merchants of
impunity and a county executive
led by the governor keen to haunt
me out of office for whistleblowing
against acts of corruption and bad
governance,” said Mr Kiala.
However, the county assembly
lawyer Kioko Kilukumi defended
the governor and accused Mr Kiala
of derailing the county
government’s activities and
undermining Dr Mutua.
“The deputy governor has been
unable to perform his functions, he
has contravened the Constitution
and abused his office. The people
he has worked closely with,
interacted with have passed a
resolution that he be removed
from office,” said Mr Kilukumi.
At one time, Mr Kiala’s lawyer
Harun Ndubi questioned whether
the committee should entertain
new evidence to support the
allegations against his client and if
doing so amounted to unfair trial
for his client.
The committee retreated for
consultation before its chairman
Mutahi Kagwe who is also the
Nyeri Senator, ruled that the
evidence was admissible so long as
it did not make fresh allegations
that were not discussed when the
MCAs impeached the deputy
governor.
The hearing continues.

Names of Lamu attackers

Sunday, 13 July 2014 0 comments

Intelligence reports say that Idris
Kamau, a Kenyan of Kikuyu ethnicity,
was the mastermind of the spate of
terror attacks in Lamu that have so
far claimed 87 lives. This information
is contained in a report prepared by
the National Intelligence Service
(NIS) and sent to police stations in
the Coast region on June 4.
The alert also indicated that a
former Kenya Defence Forces (KDF)
soldier, Abu Jamal, is in charge of a
cell of the Al Shabaab fighters in
Mombasa said to be planning more
attacks in the region.
The report said Kamau and his group
of fighters are currently hiding in
the depths of the vast Boni Forest,
where they are believed to have set
up an operations camp.
The alert said that the attackers
were planning to carry out more
raids in Mokowe and Kipini in Lamu
County, Ijara, Garsen and Malindi in
Kilifi County on unspecified dates.
The brief report, which has been
seen by The Standard on Sunday,
further warned that the planned
attack in Malindi is to be a massive
one involving about 150 fighters
divided into three groups. It further
warned that the two field
commanders of the terror group are
planning to recruit more Muslim
youth in Mombasa to undergo
training for their jihadist causes at
an unestablished location in or near
the port city.
We could not immediately establish
further details about the two Al
Shabaab commanders from security
forces who became uncooperative
when we asked for further
clarification. Although the officers
were not given pictures of the two
suspects, the names constitute a
major development in unravelling
the mystery of the attackers who
have struck fear in the hearts of
Lamu residents.

Is Ambassador Yvonne dating Aliko Dangote? Toboa siri

Sunday, 29 June 2014 0 comments

In a political environment crawling
with bushy-cheeked men in ill-fitting
suits yelling slogans and spewing
threats, Yvonne Khamati stood out
like a sore thump when she burst
into the limelight as a baby faced
elected member of the executive
committee of Ford Kenya in 2002.
At 21 years of age, she was the
youngest female in a position of
leadership in a political party.
That year, Yvonne ran for the
Makadara Constituency
parliamentary seat against an all-
male politically crowded field that
included Reuben Ndolo of the ‘weka
taya’ fame and was insulted at
rallies, roughed up and at some
point admitted to hospital after
suffering injuries in a campaign
scuffle.

Meteoric rise:
“Female politicians visited me in
hospital and said, ‘This is baptism
by fire. You will get used to it!’ I
realised such was the life of a
female in Kenya’s male dominated
politician arena,” Yvonne says.
Her meteoric rise from obscurity to
national limelight had tongues
wagging, especially when she bagged
a Foreign Service post as Deputy AU
ambassador following negotiations
by her party leader in 2005. Was
Musikari Kombo, the man who
negotiated her appointment, her
lover Twelve years on, and now
deployed as Kenya’s deputy
ambassador to Somalia, tongues are
still wagging.
From allegations of owning a private
jet, to dating Africa’s richest man
and having a tiff with former Prime
Minister Raila Odinga’s wife, Ida,
the rumours created around Yvonne
Khamati’s personal and professional
life read like a script out of popular
TV series Scandal.
“Some of the stories I hear about
myself just make me laugh. For
example, if I owned a private jet,
where would I park it You would
have seen it by now!” laughs the
diplomat.
“Rumours that I was dating Kombo
are the kind of puerile politics that
we must stop. Kombo is a mentor
and a friend. I went to school with
his children and his wife went to
school with my mother,” she
explains.
The rumours did not stop there.
Soon Kenyans on Twitter were
sharing rumours created by a man
named Douglas Mango stating that
the diplomat was seeing Africa’s
richest man Aliko Dangote.
“I don’t think Aliko has even been to
Cedars. I would know as it is in my
neighbourhood. Why would I be
publicly hanging out with him as a
senior diplomat I’d rather we deal
with real issues, not gossip from
Twitter generated by someone who
has since apologised,” she states.
At only 18 years old, Yvonne was
already flying the Kenyan flag high,
representing the youth in the Kyoto
Protocol negotiations at The Hague,
Netherlands, rubbing shoulders with
heads of states and governments and
setting a firm foundation for her
career in diplomacy.
When President Kibaki appointed her
ambassador in May 2007, she was
only 25 years old, making her the
youngest envoy in Africa.

Metho kilonzo issued warrant of arrest

Wednesday, 25 June 2014 0 comments

Just in Nairobi, a court has lifted a
warrant of arrest against lawyer
Kethi Kilonzo issued today.
The lifting of the order follows an
urgent application by the lawyer at
the magistrate's court.
In her application, Ms Kilonzo said
she relied on the orders on
Monday by the High Court
stopping the trial at the lower
court, and apologised for not being
present.
Read: Court blocks Kethi’s voter
card theft trial )
On Tuesday, while issuing the
arrest warrant, Chief Magistrate
Hannah Ndung'u ruled that
although she was aware of the
High Court order, Ms Kilonzo
should have been present in court
for the mention.

MODERATE TRIAL
Ms Kilonzo is charged with
stealing a voter registration
document belonging to the
Independent Electoral and
Boundaries Commission.
She, however, sought to have her
prosecution over the matter
stopped on the grounds that the
failure by the Director of Public
Prosecutions to supply her with
documents she would rely on in
her case violated her right to fair
trial.
On Monday, she succeeded in her
bid, with High Court Judge Msagha
Mbogholi stopping the trial
pending a determination on the
application.

3 Kenya Navy officers sacked over attending CORD Rally

Monday, 23 June 2014 0 comments

Three Kenya Navy servicemen
have been sacked after allegedly
attending a political rally in
Mombasa two weeks ago.
They are identified as Senior
Sergeant John Apollo (33502),
Corporal George Ong’onyi (34094)
and a corporal only identified as
Nyambok (34906).
The three are accused of
associating themselves with
politics, contrary to the code of
ethics governing the military and
other discipline forces in Kenya.

Article 239 (3) of the Constitution
states that:
In performing their functions
and exercising their powers,
the national security organs
and every member of the
national security organs
shall not—
(a) act in a partisan manner;
(b) further any interest of a
political party or cause; or
(c) prejudice a political
interest or political cause
that is legitimate under this
Constitution.

TOOK PHOTOGRAPHS
Military sources indicate that the
three were spotted by Intelligence
officers who were covering the
rally and took their photographs.
“Last week they were told that
their services are no longer
required and ordered to vacate the
Kenya Navy premises within two
hours,” said a source who spoke on
condition of anonymity.

On Monday, the three soldiers
returned to the Navy headquarters
at Mtongwe, Mombasa to process
their release documents from the
Kenya Defence Force (KDF).
“They also moved their families
who have been residing within the
Navy servicemen quarters,” added
another source.

KDF spokesman Bogita Ongeri
requested for more time to
comment on the issue.

Raila accepts defeat in 2013 but says Dialogue is his major concern (security and graft)

Saturday, 21 June 2014 0 comments

Former
Prime Minister, Raila Odinga, on
Friday agreed that lost the last
year’s Presidential election to
President Uhuru Kenyatta and his
Deputy, William Ruto.
In a long letter adressed to the
President, Raila through his
communicaction adviser Eliud
Owalo said all that he only wants
is dialogue to adress pertinent
issues affecting the country such
as insecurity, corruption and
nepotism.
The former PM also assured the
President that he is not out to
interfere with his tenure after
accepting defeat in the 2013
General Election.
“Last year after the Supreme
Court heard and determined my
petition challenging the
presidential elections, I accepted
the verdict. I did that as a true
believer in constitutionalism and
the rule of law and declared that
Kenya is greater than any one of
us,” Raila said.
“However, since then, Kenya has
been faced with major problems
and challenges that may tear the
country apart if not immediately
addressed. I have chosen the
path of dialogue as the lawful and
sensible way of dealing with what
the country faces today.” Raila
added.
In the letter, Raila also reiterated
that his planned rallies ahead of
Saba Saba are peaceful and only
aimed at highlighting what he
describes as genuine concerns on
issues affecting Kenyans.
He begged the President to accept
his grievances saying the country
has one Head of State and he is
ready to accept any word from
the President who he described
as his brother.

Al-Shabaab,"It was us at Mpeketoni attacks"

Tuesday, 17 June 2014 0 comments

Somalia's Al-Qaeda-linked Al-Shabaab rebels on Monday said
they carried out an attack on a
town on Kenya's coast that left over 50 dead.
A statement from the group said
the attack in Mpeketoni, near
Lamu was revenge for the "Kenyan
government's brutal oppression of
Muslims in Kenya through
coercion, intimidation and
extrajudicial killings of Muslim
scholars."
It also condemned the "Kenyan
military's continued invasion and
occupation of our Muslim lands
and the massacre of innocent
Muslims in Somalia."
"To the tourists visiting Kenya we
say this: Kenya is now officially a
war zone and as such any tourists
visiting the country do so at their
own peril," the group said.
"Foreigners with any regard for
their safety and security should
stay away from Kenya or suffer
the bitter consequences of their
folly. You have been forewarned!"
it added.
Around 50 heavily-armed gunmen
drove into Mpeketoni, near Lamu,
late on Sunday.
Witnesses said they first attacked
a police station, before starting to
randomly shoot at civilians, some
of whom had been watching the
World Cup in local bars and hotels.
The Al-Shabaab statement vowed
more attacks would follow.
"We hereby warn the Kenyan
government and its public that as
long as you continue to invade our
lands and oppress innocent
Muslims, such attacks will continue
and the prospect of peace and
stability in Kenya will be but a
distant mirage. Do not ever dream
of living peacefully in your lands
while your forces kill the innocent
in our lands," it said.
Kenyan troops crossed into
southern Somalia in 2011 to fight
Al-Shabaab, later joining the now
22,000-strong African Union force
battling the militants.

Mutahi Ngunyi talks about Lamu killings and Raila

Monday, 16 June 2014 0 comments

Renowned political analyst Mutahi
Ngunyi has rubbished the claims
that Al-Shabaab may be behind
the Sundays night terror attack at
Mpeketoni, Lamu County that has
left at least 48 people already
confirmed dead.
On his twitter account, Ngunyi,
who is credited for his hypothesis
duped “tyranny of numbers” that
disoriented the current opposition
victory in the last general
elections, argued that MRC are the
ones to blame for the attacks.

#MutahiNgunyi - To blame Al
Shabaab on Mpeketoni attacks
is NAIVE. Al Shabaab taking
blame is fake (can't verify).
THIS is MRC re-loaded. Rented
Terrorism!
This has followed his recent media
interview where the celebrated
political analyst raised a red flag
warning President Kenyatta and
his Deputy, that Raila Odinga was
reviving and marshaling militias in
the country to overthrow the
government.
He claimed that the outlawed
Mungiki sect, Mombasa Republican
Movement (MRC) as well as Al-
Shabaab are among the militia
groups the opposition leader is
marshaling.

#MutahiNgunyi - MRC
regroups.Then 'baba' consoles
Mungiki leader. Afterwards, he
sets Eastleigh on fire. Lately,
there are no bombs. Is this
national dialogue?
Whether he is right or wrong, time
will tell.
Mpeketoni is 40 kms inland in
Lamu County.

Dear Hon. Raila Odinga,

Greetings.

I am one of your ardent supporters though I feel
that my support for you is due to
having no better
alternative. I have been forced to
choose between
a cobra bite and a puff adder bite. I went for the puff adder since the cobra is the In-Your-Face-And-You-Will-Do-Nothing-Snake.
On Friday I was very busy throughout the day
and immediately after supper I watched some football
action to wind down.
I then read an online paper that you are asking Kenyans not to go to work on 7th July!!! I’ve
checked my calendar and seen it will be on a Monday.
You started so well but you have now lost focus.
When someone like you is asking me to boycott work I think it is high time I reevaluated my
political inclination. You see, I have
bills to pay, school fees, food for my family and so much more. Unlike you who doesnt need to
be in any formal and structured employment setup, some of
us work because that is the only
option we have Mr.Raila. Unlike you, some of us cannot afford
a two months sabbatical from work
unless it is a maternity leave. To you work is a hobby and leadership is a bonus. I think we are at that point where I have to be forthright and tell you that you
are no different from that Uhuru you are castigating. This makes you sound like a commander who normally works from a heavily fortified and guarded barrack while the really soldiering is done by the unranked soldiers who
will never be recognized. The best
they can make is a footnote of the self-praising speeches you’ll make after the combat is over.
No, I am going to be in my office that day, my love for change notwithstanding.
Thank you for the fight you fought for democratic space but we owe you nothing. Somehow that change was to happen either way. It has happened elsewhere
and Kenya is no exception. I know
you spent 8 years in detention. Fair enough. You got out
finally and went on with the struggle.
President U.K hasn’t done much to write home about…
I can see that. I need no rallies to
see that. He is more of promises with put much to show for
those promises. But pointing out the obvious will not change the fact that as Kenyans we are damned.
Come up with a better way to engage president UK. If
Sonko can get him out of a
‘Kamkutano’ what about you sir? Offer what can push this country
forward not some chest thumping
and a -whose-pee -can go -farther -than- anyone’s contest kind of game you are currently playing.
Allow me to rest sir but please stop thinking that by being your admirers, we have no brain to see that you have nothng new. Send
this to CORD supporters to
understand that this country this
bigger than individual

Minister under fire for insulting the president

Sunday, 15 June 2014 0 comments

KIEV/MOSCOW - Senior Russian
parliamentarians urged Ukraine on
Sunday to sack its foreign minister
for calling President Vladimir Putin a
"dickhead" during a violent protest
outside Russia's embassy in Kiev.
Acting Foreign Minister Andriy
Deshchytsia tried to persuade
protesters not to use violence at the
rally on Saturday evening, during
which the Russian flag was ripped
up, vehicles overturned and stones
and eggs thrown at the embassy.
"We must fulfil our international
obligations, including defending the
right of Russia to have an embassy
in Ukraine ," he told the protesters,
angered by pro-Russian separatists
shooting down a military cargo plane
in east Ukraine, killing 49 people.
But challenged by the protesters, he
added: "Did I say that I am against
you protesting? I am for you
protesting. I am ready to be here
with you and say 'Russia, get out of
Ukraine'."
"Yes, Putin is a dickhead, yes," he
went on to say and the protesters
responded by chanting the phrase.
Russian Foreign Minister Sergei
Lavrov, in a telephone call with his
french counterpart on Sunday,
"expressed outrage over the inaction
of the Kiev authorities who allowed
the rioting outside the Russian
embassy," the ministry said in a
statement.
Lavrov has protested to the
Organization for Security and
Cooperation in Europe about the
violent rally at the embassy and the
United States and the European
Union have condemned it.
Alexei Pushkov, head of the Russian
lower house of parliament's
international affairs committee, said
Ukrainian President Petro Poroshenko
should dismiss Deshchytsia.
"Poroshenko should change his
foreign minister. He doesn't control
himself very well," Pushkov said on
Twitter, and went on to suggest in
televised comments that Moscow
should halt all dialogue with Kiev
and cut off gas supplies to Ukraine.
Leonid Kalashnikov, Pushkov's deputy
on the same committee, told Ekho
Moskvy radio station in Moscow that
Deshchystia came from the protest
movement that toppled Ukraine 's
previous, Moscow-leaning president
and did not know his "craft".
"I can't really imagine how anyone,
especially a Russian representative,
can sit down at the negotiating
table with him after such an
outburst," Kalashnikov said.
Ukraine's Foreign Ministry said
arrests had been made after the
rally, during which windows were
smashed and a gate damaged, and
that stabilising the situation in
Ukraine depended on Moscow's
"readiness to stop supporting
terrorists" in east Ukraine.
Defending his actions, Deshchytsia
told Ekho Moskvy that he had told
the demonstrators they could
protest peacefully but should not
resort to violence.

Raila Odinga: I don’t fear arrest over Cord rallies

The Coalition for Reforms and
Democracy leader Raila Odinga has
said he will continue with
countrywide rallies without fear of
being arrested.
While attending a church service
at Neno Evangelism Church in
Mombasa Sunday, the Former
Prime Minister said he was
representing the voices of Kenyans
and that he would not be
intimidated by the arrest calls.
“I have been arrested many times
in this country, arresting me is not
an issue, Ole Lenku you have been
appointed to do your work, just do
it and don’t politicise issues,” Mr
Odinga said.
Quoting from the book of Isaiah 1,
verse 18, the Cord leader defended
his calls for national dialogue to
address problems facing the
country.
“Come now, and let us reason
together,” Says the Lord, though
your sins are like scarlet, they
shall be as white as snow; though
they are red like crimson, they
shall be as wool.
He told the congregation: “The
sovereignty of Kenya lies on the
people of Kenya, They can exercise
it directly or they can delegate it
to other institutions. We are not
coming to dialogue with you
(government) for our gain but for
the benefit of Kenyans.”
At the same time, Bungoma County
Senator Moses Wetang'ula said the
'Baba Battalion' went to the port
city listen to the residents and the
issues they would like to be
addressed during the national
dialogue.
Senator Wetang'ula said they were
ready to be apprehended in their
quest for justice and well-being of
Kenyans.
He said Cord’s dream is to liberate
Kenyans from corruption,
unemployment, high costs of living,
poverty and increased insecurity
among other ills.
“A dream can be frustrated, it can
be delayed, but can never be killed
or defeated. We want a Kenya
where everyone has a right to be
proud to be a Kenyan. As Cord, we
want equal opportunity for all
regardless of your tribe, ethnicity,
colour, religion or race,” he said.
Neno Evangelism Mombasa Centre-
Bishop Robert Wafula called on the
leaders both in opposition and
government to work together to
ensure the security and safety of
all Kenyans.
He said the rising incidences of
insecurity are worrying especially
in Mombasa County.
Mr Odinga was accompanied by
Kisumu Senator Anyang Nyongo,
Taita-Taveta Governor John
Mruttu, Machakos Senator Jonhson
Muthama, Siaya Senator James
Orengo, Kakamega Senator Bonnie
Khalwale and Mombasa County
Deputy Governor Hazel Katana.

Uhuru to Raila: Cool down, I’m still the President

Nyeri, Kenya: President Uhuru
Kenyatta has reiterated that his
Government is intact, and warned
those ‘making noise’ that he will not
be shaken.
He said despite criticism by the
Coalition for Reforms and Democracy
(CORD), the Jubilee government has
performed well in the past year.
He said those criticising the
Government were known perennial
noisemakers, but who are free to
continue with ‘“the business they
like most.”
Speaking at Ndunyu market while on
his way to Mahiga Girls High School
in Othaya, Nyeri County, Uhuru said
the Government was stable and
working towards ensuring that there
was development and prosperity.
“Serikali iko ngangari. Wachaneni na

Government is stable. Let those
making noise continue, but we won’t
be deterred),” he said.
He said despite his silence on the
issues being raised by CORD, he was
not shaken. “Do not panic, the
Government is intact and stable.
Despite our silence, we are sure that
we will triumph. I only ask you to
focus on development and shun
what they say,” he said.
Uhuru was on a tour of Othaya

was represented by retired President

(Tetu), Esther Murugi (Nyeri),
Kabando wa Kabando and deputy
Leader of Majority Naomi Shaban
were also present.
Mr Sakaja, who is also the TNA
chairman, and the Narok North MP,
Joel Kenta, called on the Director of
Public Prosecution and the police to
arrest CORD leader Raila Odinga for
assuming the roles of the President.
Sakaja said Raila’s comment that
July 7, popularly known as Saba
Saba, would be a public holiday was
tantamount to treason, adding that
he was attempting to usurp powers
bestowed on the President by the
Constitution. “He (Raila) does not
hold any rank or position, while the
Constitution stipulates that it is
only the President who can declare a
day a public holiday,” said Sakaja.
Murkomen and Kabando accused
Raila of taking Kenyans 20 years
behind, and said they voted for the
Constitution because they did not
want to go back to the streets. “We
want to settle to work instead of
engaging in street demonstrations,”
he said.
At Mahiga Girls, Uhuru said his
government would ensure all
students complete Form Four
education, adding that the
Government would be footing their
examination fees.
He called for reduction of taxes
charged on tea farmers to encourage
them and reap maximum benefits
from their produce.
